When possible, bring dotnet-ci and dotnet-ci2 in line with each other #328

Both instances should have the same plugins, Jenkins versions, etc. The configurations should somehow be synchronized between the two.

Today dotnet-ci2 is pretty much the test instance/

mmitche added the Pri-2 label
