Add new general issue template

Problem

Currently, we lack a standardized issue template for general inquiries and feature requests. While we have been using a structure that includes the following sections — Problem, Proposed solution, and Progress — it is not formalized as an official issue template. This can lead to inconsistent issue reporting and make it difficult for contributors to provide the necessary information for effective collaboration.

Proposed solution

I propose formalizing the existing structure into a new general issue template that includes the following sections:

• Problem: A space for users to describe the issue they are facing or the feature they are requesting.
• Proposed solution: A section where users can outline their suggested solution or approach to the problem.
• Progress: A place for users to indicate the current status of their work on the issue or any relevant updates.

By creating this template, we can streamline the issue reporting process and ensure that all necessary information is captured upfront.

I am ready to implement this template and will create a pull request once the proposal is approved. I welcome any feedback or additional suggestions for the template structure.
