Exported tf files and tfstate files not match

I export the aws ec2 resource to tf file and tfstate file, then I try to run terraform plan, I think I should get 'No changes', but I get 'Plan: 8 to add, 14 to change, 8 to destroy'. I don't know why, this is not expected.
some of the ec2 lifecycle is spot, I am not sure if this is the reason, even though, it is still not expected by us.
