Extension method naming consistency

On the IOpenTelemetryBuilder extensions, we define WithElasticDefaults overloads. These align with the naming used by the SDK to enable tracing, e.g., WithTracing.

Currently, on the provider builders (such as TracerProviderBuilder, we define UseElasticDefaults methods.

For consistency, we should consider switching from UseElasticDefaults to WithElasticDefaults on the other builder extension methods. This improves discovery and the developer experience.
