Offline messages still break at least monthly, results in the sender's device has not sent us the keys for this message #24107

Steps to reproduce

  1. Use multiple element clients
  2. Have one element-desktop client that is offline a lot but also you use regularly to come online again WITHOUT logging out
  3. You're apparently guaranteed to get ** Unable to decrypt: The sender's device has not sent us the keys for this message. ** once a month on that client despite you never logged it out/logged it back in
