Split current unified audience levels where we use "owner only" essentially as "draft" in a more explicit model with two parameters: audience (world, intranet, authenticated user) and publication status (published, draft, hidden).

Eventually, remove the "authenticated user" audience level at least until it will be explicitly requested.

A working POC is available in the exp/visibility branch. Style and UI need reworking.
