Proposed Foundation Mission Request: This Mission proposal is to create a bounty board for governance related analytics, specifically . The bounty program will be managed by the proposal Sponsors. Some bounties may be restricted to contributors who have previously contributed (numbaNERDs). The entire requested grant goes towards program participants and not to Sponsors. All program participants will need to complete KYC before receiving grant rewards (after a year lock).

How will this Foundation Mission Request help accomplish the above Intent?
No DAO is truly transparent without comprehensive data analysis. How do we know if what we are doing is pushing us forward? This mission proposal is to fund new issues on the NumbaNERDs bounty board. These issues will be maintained by the Sponsors. Issues can be added by The Milestones & Metrics subcommittee, GovNERDs, OP Labs, The Optimism Foundation & OSO (as it relates to Optimism and RetroFunding). All participants must complete KYC before claiming an issue. Some issues will be gated to known contributors due to complexity or context requirements.
What is required to execute this Foundation Mission Request?
NumbaNERDs:
The NumbaNERDs are independent community members who volunteer to participate in Optimism focused analytic tasks and projects. Anyone with an analytics or data scientist background can participate by joining the NumbaNERD community in the Optimism Discord (see the become-a-numbaNERD channel).
Applicants need to meet the following criteria: All NumbaNERDs are required to pass KYC before they can claim an issue. All rewards are locked for a year (from data of Mission start).
Complete and pass KYC. This is a requirement to be able to claim an issue.
Get the wannabe-NumbaNERD role from the become-a-numbaNERD channel in the Optimism Discord.
Have a background or understanding of basic data analytics or data sciences. This program is not intended to educate or onboard new data scientists.
For new contributors to claim “hard” issues they will need to successfully complete at least 1 easy and 1 medium tasks, as well as provide a portfolio or project showing their ability to complete advanced data tasks.
NumbaNERDs Requirements:
Attend NumbaNERD calls for QnA and task checkin. These calls are not compulsory, but failure to attend and late/delayed task completion may result in losing the NumbaNERD status. These sessions are intended to assist in the timely completion of tasks.
NumbaNERDs successful completion of an issue will be rewarded by the corresponding difficulty of the issue. All rewards are locked for a year and subject to KYC.
All issues are subject to quality guidelines. These will be provided with the issues.
The critical milestone should be a measure of whether an applicant has made best efforts to execute what is outlined in this proposal or not. If an applicant fails to achieve the critical milestone, their grant may be clawed back.
Each issue is judged on its own merits. Completed and accepted issues should reward contributors irrespective of the performance of the overall program.
Halfway through and at the end of the season a survey will be sent out to both issue issuers and claimers.
Issuers: Checking the usefulness and overhead of using the program vs using internal resources.
Claimers: Are there sufficient resources and context provided on issues to complete them.
How should the Foundation measure progress towards this Mission Request?
Token House milestones are mostly about accountability, so they should measure progress towards completion.
The program is able to complete at least 20 tasks, reducing the backlog for involved issue issuers.

Ease of use: Is the program easy for issuers to use? Can one reliably delegate tasks to this group?
Quality of “hard” issues completed (is the quality sufficient to be considered done? How much post-issue work is required to use the data?)
External teams & council impact: Is this program having a positive impact on external data teams, are they willing to continue engaging with NumbaNERDs?
