Feature: Create an Issue Across all Repositories

We have a use case for this for an action we'll be undertaking. Figured I'd build it into this tool.

Criteria

• Enter the text of the message (Mass Issues Across all Repos in an org #90)
• See a preview of the text with the "Universal issue" appended (Mass Issues Across all Repos in an org #90)
• Add the option to pin the issue Not needed at this time.
• Show the repo counts where the issue will be posted (Mass Issues Across all Repos in an org #90)
• Show the API request limit (Mass Issues Across all Repos in an org #90)
• Predict how many requests will be used (holding off on this)
• Don't allow posting if API requests exceed remaining. (follow-up low priority: Don't allow posting if API requests exceed remaining #95)
• Add Danger zone style formatting to submitting the issue (Add Danger zone and formatting #93)

Nice to haves:

• Preview the message (GitHub Markdown parsing)
• Ability to cancel Not worrying about this for now.
• Add time of reset for API requests. (Add API Token Reset time #94)
