How to change the speed of the text?

I am using Festival engine as a part of SmartBody which has a speech command. I'm wondering if it's possible to make the speech slower?

Is it possible to have a different speech speed with festival?
If yes, where is this steting/control?

Have you tried
festival-freebsoft-utils
git clone https://salsa.debian.org/tts-team/festival-freebsoft-utils.git
to retrieve the latest (possibly unreleased) updates to the package.
it's easy to install ; it doesn't change any source
look at prosody-set-rate in prosody-param.scm. it's working straight away (despite the age of festival-freebsoft-utils)
