Description

Where Auth rules are scoped for the root org unit record these should be applied to all entities regardless of whether App/Actor/EUDA.

Resourcing

We intend to contribute this feature

edit: @davidwatkins73 - removed reference to bespoke org unit 95 and replaced with generic 'root' org unit record.
