CLI should not require config file for running validators #4296

Problem

fdctl has several CLI commands used to interact with a running validator like "monitor" or "set-identity".

Currently, these commands need to be provided with the same config file as the running validator.

This results in confusing error messages in the following scenarios

  • CLI command spawned without a --config flag
  • Config file changed after validator was started

Expected Behavior

Only fdctl run should require a --config flag. All auxiliary commands should discover the production validator config automatically.
