Query op-node for GenesisRoot and BlockTime

Rename beacon endpoint to the payload attribute endpoint -> which is a port on op-node separate from the rpc server.

Instead of passing in the config as flags on the builder, I think it should be possible to expose endpoints around config such as block time and genesis root
