[FEATURE] Auto-change issue titel and labels for Github issues

When making an issue a oss.gg issue, maintainers need to manually add the points and oss.gg label plus edit the title themselves

Describe the solution you'd like

When adding a points label, the oss.gg label should be added automatically plus the [🕹️] should be appended to the issue title automatically
