Its happened twice now that I've converted projects to REUSE.toml, "reuse lint" doesn't complain and then the REUSE compliance badge turns to "non-compliant" because the REUSE.toml file lacks copyright info.

It would be great if reuse would ask about the information when running "convert-dep5" and that reuse lint would complain about missing copyright info in that file.

I saw in the changelog that since version 3.3 of the spec, REUSE.toml is no longer a "covered file", so only the badge seems incorrect to me.
