Web UI: Administrator can edit another user

Story

As a Galasa administrator I want to use the web UI to edit another user on the system.

Background

This is part of the epic #2098

Tasks

• Admin users see an edit button for each user
• Edit user button launches the edit user panel
• Edit user panel has breadcrumb back to the user selection window.

• On user edit panel, admin can see and edit the user role

• Admin user selecting themselves navigate to their settings panel which already exists
  (except breadcrum on panel allows you to get back to the user selection panel)
