IUC member proposal: Saim Momin #6706

I want to propose Saim Momin (@SaimMomin12) as a new IUC member.

Saim already has 50 PRs on IUC, and the quality of his tools is great.

Saim is working with the European Galaxy team. He is also working on the ERGA, VGP and soon BRC projects.
