My cloned images all fail until I manually set the boot partition as bootable with fdisk after cloning.

sudo rpi-clone sdb

This is repeatable every time, and although a minor inconvenience, seems like something that rpi-clone should be able to do since you've already corrected the issues with cloning images on Bookworm. (Thanks!!!)
