I have been using rpi-clone to back up my boot SD card (mmcblk0) to an external USB FLASH stick (sda)

I now want to use that backup and write it to a different SD card (sdb)

Can I use rpi-clone to do this? If so, what would the command be?
I can't (don't want to) boot from USB.

Thanks!

No. rpi-clone uses the active boot device as the source device all the time.
