I noticed just now while using accursed sceptre that the plugin was decrementing a charge even when Ghommal's lucky penny procs to save the charge.
The penny affects a lot of items, but there's an exhaustive list on the wiki.
The message appears in game chat (susceptible to ingame Filter setting) as:
Ghommal's lucky penny saves a charge on your Accursed sceptre. or the equivalent for other items.
