Implementation Details:

Input Validation
- Check for empty string
- Validate string length is within limits [4-16 chars]
- Verify valid UTF-8 encoding
Memory Management
- Allocate new bytes array with length equal to input
Character Processing
- Iterate through each character
- For each byte i convert to lower case
