Use the GitHub CLI to automatically create a release (sample).
The release should:

Be a draft as some editing of the final text is needed before publishing
Set the correct title
Have the correct version
Should be marked as prerelease if necessary
Should have have the fully generated source as download not only the source of the repo
Should have all the binaries attached.
