Retention error for repositories containing '/'.

Hi,
There is a retention error for repositories containing '/'.
{"errors":[{"code":"NOT_FOUND","message":"repository hy/test%2Fbusybox not found"}]}

No issues when using dry run: true.

How can I fix this?
