[BUG] Should "Notify All Children" language to "Recall All Children"?

Describe the bug
Currently the code SEEMS to support "Notify All Children" for group features.

Rob believes from looking at the code that ONLY refers to RECALLS. I suggest this would be clearer if we changed the language show to the user to "Recall All Children".

If not, we need to clarify this feature.

Currently "notify all children" allows the parent to notate children using any tag. We should look at the code to determine the action within the product.
We do need a way to "recall all children" as a feature. We do need a distinct way to notate children that has nothing to do with a recall.

@ninalahoti to style UX for "recall all children."
E.g. recall performs a special action- tag is marked red and the entry will jump to the top of the record no matter how many other entries are already in the record or added after the recall.
