[FEATURE REQUEST] Allow notificaitons of any new record history, even if it has no tags.

The Notification system is underway thanks to @bencoombs .

We want the ability to subscribe to a record even if there if there is no tag filter. If there is a tag or tags given, then a notification should occur if ANY of the tags are enterred (that is, an OR operation).

If at the time of subscribing the user specificies no tags, than they should receive a notifcation of every new history record.
