Compiler document functions in env.re and other critical compiler modules.

It would be really helpful especially for new contributors if we tried to document the functions in the various different compiler modules. Notably modules like Env, SourceTree that are designed to be consumed as libraries instead of perform a task directly. This would make it easier to work on the compiler and become familiar with the architecture.
