update and release graphcast-sdk to include a new network entry for base (QmVeyHjXivX8mY7bzWdbHDyA5z9ojgJdTu6uwFJsJvUzYR example subgraph from suntzu's report)
Maybe we want to remove the network allowlist to reduce future maintenance burden
