What would you like Teleport to do?

Issue a warning if teleport-admin cannot grant permissions to given tables. This can be detected based on grants table or based on actual behaviour, i.e. we tried to give permissions but it didn't take.

What problem does this solve?

Helps diagnose misconfigured permissions for teleport-admin.

If a workaround exists, please include it.

None.
