Automatic creation of telegram channel

It's a complex process for a new user to create their private Telegram channel to get messages. This should be automated.

Describe the solution you'd like
Add a configuration page to the application that allows this action to be created, as well as the creation of 2FA keys and password hashing (see #196).

Describe alternatives you've considered
Slack and email notifications would also be a good idea.
