Block submission of projects with missing README or broken/invalid demo #785

Before shipping (or even saving drafts), users should be prompted if the GitHub repo they linked doesn't exist, or if it doesn't have a README. It would also be nice to check if the demo link works, or if it's not a valid demo (like a link to a screenshot rather than a link to a video or a site).
