cabal install --lib ipprint dumping things into ~/.ghc/{{host_double}}-{{ghc_ver}}/environments/default with stack ghci and bare ghci, also not respecting XDG dirs and causing checking for ~/.config/ghc/ghci.conf to be skipped because ~/.ghc/ exists.
