Update OSM wiki page about Tech Working Group

The wiki page is a significantly out of date for the Technical Working Group: http://wiki.openstreetmap.org/wiki/Humanitarian_OSM_Team/Working_groups/Technical. Need to update with new info, plus outline how tasks and conversation is happening within this repo so people understand where the conversation happens.

I've taken a very initial pass at some updated information: https://wiki.openstreetmap.org/wiki/Humanitarian_OSM_Team/Working_groups/Technical.

Still to do: add some more descriptive information about our processes and what happens within this repo.

@smit1678 I would like to work on this issue. Could you please help me get started with the same like what all should I be including in particular.

I was thinking of adding information about the following:

1. Project Ideas
2. Quarterly Goals
3. Principles
4. Resources
