Epic: Hybrid PI backend team - phase 1

After completing the unification of infra and CLI, all Hyperlane deployments will be done from the CLI and can be submitted to the #3503 . This allows for what we call Hybrid PI, an easy upfront PI experience with self-relay (#3448) that can be later upgraded by Abacus Works with its production relayer infrastructure and support to enroll validators on ISMs.
