This may have to do with outstanding violations vs fixed violations, in which case we'll need to just clarify better in the design.

this is because we are only taking the latest inspection into account when it comes to judging the grade for that daycare. Perhaps we should add a decay function when looking at inspections from the past.. thoughts?
