in dos command line you have to be single line and escape quotes. I don't think single tick worked:
SET VCAP_SERVICES = "{ "instance_id": "...", "mqlight_lookup_url": "...", "api_key": "...","kafka_admin_url": "....","kafka_rest_url": "...","kafka_brokers_sasl": [ ... ],"user": "...", "password": "..."}"
interpolating env variable is different docker run -e VCAP_SERVICES="%VCAP_SERVICES%" nodejs-console-sample
