A new experimental endpoint was added to download the staged droplet for an application:
https://apidocs.cloudfoundry.org/239/apps/downloads_the_staged_droplet_for_an_app.html\

We may want to explore this option in the future and only fall back to cf files if the new endpoint is not available.
