Bug Description

We accidentally rolled back a year in our moose-dev package.

Steps to Reproduce

Clearly identifiable: https://github.com/idaholab/moose/pull/29874/files#diff-4c13f20ff5ca85951c35e9269147749d2663b251cc1cb23c96728053220b2553

Impact

Very odd behavior when dealing with conda update routines.
