An implicit assumption of FOLTR is that the data is uniformly distributed across sites. What happens if thee data is split in a bias way instead?
Think at this first from a theoretical perspective: will there be a difference? It may be that there is no impact because each site is not weighted differently. But what if the site with the bias data has 10 times less feedback than the other sites?
If theoretically this can be a problem, we want then to doo experiments
