Description

Reproduction

  1. Become changeling
  2. Become handcuffed
  3. Attempt to open evolution store

Additional context

The fix for this will probably be similar to #492, but applied to the Store UI on the base species prototypes.

same issue occurs trying to open the heretic store while cuffed
