- Enabled `device_info` caching within `device_ext`. intel/llvm#14630
- Bumped `SYCLCOMPAT_COMPATIBILITY_TEMP` to 900. intel/llvm#15375

@intel/syclcompat-lib-reviewers Could you please clarify what is the meaning of SYCLCOMPAT_COMPATIBILITY_TEMP and whether it should be mentioned in release notes. I am not sure if it is an internal detail or indicates the version of compat library.

lgtm minus nits and one q

- Added support for invalid kernel argument detection via device sanitizer. intel/llvm#14512
- Allowed device code to be exported by a Windows DLL. intel/llvm#14962
- Removed the need to mark free functions with `SYCL_EXTERNAL` attribute. intel/llvm#14170
- Added support for old-style objects and static archives for the new offloading model. intel/llvm#15216
