Tax Summary - "Last Year" option missing, please add

Env: Docker, Kubernetes

Searched?: As best as I can cap'n!

In the Reports section, when I select "Tax Summary Report" the time frame (Range) list on the right does not have a "Last Year" option. I was of the understanding it would be present in the list, and would like it added at some point please. Thanks :)

confirm same problem in control panel page; if I set report from "this year" than I go to invoice when I return I see the "last month"

Oh also this actually isn't just for Tax Summary, looks like other reports have it missing too (did not make a full list of which ones, sorry).

This is not the same, the form is just resetting between page navigations.

I've added a fix for the missing "last year selection"
