I can confirm the issue. Cause is a wrong directory name, /usr/lib/iraf/extern/mscdred instead of the correct /usr/lib/iraf/extern/mscred in the Ubuntu (resp. Debian) package. I filed a bug to the relevant Debian package, Debian#1092004.

As a workaround, you can run the following command for a quick fix.

sudo mv /usr/lib/iraf/extern/mscdred /usr/lib/iraf/extern/mscred
