Create template to provisioning Neo4jServer infrastructure

Here is the environment setup

1. EC2 instance (t2.micro)
   1.1. Security group
   1.2. Attach a new EBS volume to be used as DB folder only
2. Lambda functions
   2.1. Collector (this function will be responsible for fetching the questions and populating the graph. create new role)
   2.2. Create all required resources (role, policy)
   2.3. Create a rule on EventBridge to fire lambda collector (schedule TBD)
