Get GitHub Actions setup and working

When I try to setup a workflow with actions (which I've never used before) I get this sort of vague warning:

Actions jobs for this repository have been disabled by GitHub staff. If you are the repository owner, you can contact support via https://github.com/contact for more information.

Sooo.... I opened a support ticket, but haven't heard back in 13 days. I've since switched to using CircleCI, but it's odd and I I'm putting this here as a reminder -- since I don't have high expectations that the support ticket will be responded to anytime soon, and I'll probably forget otherwise. 😅
