[infra.ci.jenkins.io/packer-images] Azure Credential used by Packer Image builds expire February 25 2025

as stated by jenkins-infra/azure#929
the password for the Azure AD application used by packer to build images expire soon, we should rotate it.

• when the PR Extend Azure AD Application password validity for packer-resources (current end date: 2025-02-25T00:00:00Z) azure#929 will be merged and checked,
• the password content should be update within the charts-secrets repository for the packer-image job (read the PR body for informations)
• Ensure packer builds are working again https://infra.ci.jenkins.io/job/infra-tools/job/packer-images/job/main/
