Advanced warning: js.org cleanup will start Nov 23rd

Hey all,

Just an advanced warning that I'll be starting the annual js.org cleanup on November 23rd unless anything comes up that prevents this.

Unlike last year (#2455) where it was very manual, I now have a custom JS script that will automate almost the whole process hopefully.

If anyone wishes to take a read of them and provide any feedback on potential issues that might crop up, or anything else, you are more than welcome to.

Once again, assuming nothing comes up that stops this, the plan is for the js.org annual cleanup to start on November 23rd.
