You can see what the error is by checking %appdata%\XIVLauncher\dalamud.log after attempting to install the plugin. My guess is you're updating from an old version of the plugin to a newer one with more backends. The quick way to solve it (and reset your settings) is to delete your TextToTalk.json and TextToTalk folder in XIVLauncher\pluginConfigs. Otherwise, you'll have to compare the old and new text files and manually fix any differences.
Greetings, I have found myself unable to load/reinstall TextToTalk today, after updating to 1.29.2.0. The plugin was working great yesterday.
