Automate creation of issues

Script to create the issue:

# Usage: ./create_issue.sh <issue_title> <issue_label> <path_to_issue_body_file>
# Read the issue title from the first input
issue_title=$1
# Read the issue label from the second input
issue_label=$2
# Read the issue body from a file
issue_body_file=$3
# Write the issue body to a variable
issue_body=$(cat $issue_body_file)
# Create the issue
gh issue create --title "$issue_title" --label "$issue_label" --body "$issue_body"

Run the script to create the issue:

./target/create_issue.sh "feat: implement internal get_next_key function nonce_utils contract." "module: nonce" ./target/issue-get_next_key.md

Content of issue-get_next_key.md:

## Description

Implement the internal `get_next_key` function in the `nonce_utils` contract.

File: `src/nonce/nonce_utils.cairo`.

## Acceptance criteria

- Function is implemented and well commented.
- Associated unit tests (nominal and failure) are implemented and passing.
