docs: Developer help pages lack context

I'm trying to get my head back into Keyman Developer after 14 or so years away, and it has moved on a lot since those days. I am looking at pages such as https://help.keyman.com/developer/15.0/context/package-editor#keyboards and see nice screenshots and explanations.

But I don't see how to get to see the same thing in the program. It would help us infrequent users if every help page could begin with something like

To get here

1. Open Keyman Developer version XX or later.
2. Open the menu called ____________ and select ____________.

Otherwise quite a bit of stumbling around is needed, and then there is the temptation to give up.
