Not counting Minimum Players correctly

We have 14 players , joined the game. Auto-vote is enabled. All auto-voted. Minimum is 10.
Still it states, that there not enough players.

min-players is what is need to start a game. min-vote is what is need to start a game by number of votes.

It still keeps saying "not enough players", even if 14 players has joined.
Please, re-open this ticket, until, at least, we will find a reason.
