Release drafter has not added breaking changes in the v1.11.0-rc1 release changelog

For some reason our releaser drafter job has not added the breaking changes PRs in this release changelog. The breaking changes there was added manually after the release. We need to investigate if there is an issue in our CI and try to fix it.

Acceptance criteria

• Verify why release drafter has not added the breaking changes in the draft release
• If there is something wrong in our CI, fix it.
• If there is something wrong in release drafter, open an bug to be fixed by the project
